(1778-1868)
Born in Scotland. Educated at Edinburgh University. Secretary to Lord Rosslyn and Lord St. Vincent on a mission to Portugal. In 1810 entered Parliament; in 1830 received the great seal and elevated to the peerage. In 1828 founded London University, and in 1860 elected chancellor of Edinburgh University.
